Montenegro opens borders with EU and Western Balkan countries

Travelers from EU countries are not required to present a negative COVID-19 test when traveling to Montenegro.

Additionally, from Sunday, August 16, Montenegro once again opened its borders to travelers from Western Balkan countries, including Albania, Bosnia and Herzegovina, Kosovo, Serbia and North Macedonia, announced the director of the Institute of Public Health, Boban Mugosa. .

However, unlike EU tourists, anyone entering Montenegro from the Balkans must present a negative PCR test or serological test (ELISA; IgG class) taken within the previous 72 hours. The decision to lift entry restrictions comes after an improvement in the epidemiological situation in these countries.

Although at the start of the pandemic Montenegro and other Balkan countries were doing relatively well in terms of the number of infections, after the easing of restrictions in June the epidemiological situation began to deteriorate.

Among the hardest hit countries are Montenegro, Kosovo and Bosnia and Herzegovina, but almost all Balkan countries are considered “high risk” and are subject to restrictions imposed by the European Union.

In mid-July, the European Commission removed Montenegro and Serbia from their list of “safe countries”.

According to the Ministry of Foreign Affairs of Montenegro, countries that can enter Montenegro for tourism purposes without required testing or quarantine are:

Countries other than those listed above are considered high risk.

If traveling from a high-risk country, citizens and residents of Montenegro will be required to quarantine upon entry, while citizens and residents of high-risk countries will be prohibited from entering.

Medical personnel, diplomats and freight transporters are exempt from these restrictions.
